On Professionalism vs. Amateurism

From 1955 to 1969 SEGAS twice amended articles in its Charter. The second amendment in 1969 regulated its relationship with the athletic clubs. It must be noted that the approximately 200 clubs could not function effectively because there was a lack of personnel, money and strong incentive to compete.

In a 3 July 1969 meeting the Board dealt with the above issues but also with Otto Simicek's officially declared stance on implementing athletic policy based on the discrete, but interconnected issues of professional and amateur sport. The former was linked to the material side of competitive effort, while the latter was linked to the moral side. By extension, it was also necessary to set guidelines limiting state support for athletics and to seek effective coordination with the private sector.
